Why Focal asks for broad page access
Focal's single purpose is reformatting text wherever you choose to read — news sites, docs, email, articles. Because that could be any site, the "read and change data on all websites" permission is what lets Focal work everywhere rather than a fixed list of pages. It is not used to collect, log, or transmit browsing data.
